Expands Opportunity Scholarship eligibility to include children of veterans who have not previously attended a North Carolina public school.

Adds new eligibility criterion for children whose parent served on active duty for 180 days or more (or was released earlier due to service-connected disability) and received a discharge other than dishonorable.

Waives income eligibility requirements for children whose parent has or had a 100% service-connected disability rating from the U.S. Department of Veterans Affairs.

Maintains existing eligibility criteria requiring students to reside in North Carolina, not yet have a high school diploma, and not be enrolled in a postsecondary institution.

Takes effect upon enactment and applies beginning with scholarship applications for the 2022-2023 school year.
