House Bill 768 Summary

• Repeals the limited winery permit and creates a new packaging and logistics permit ($300 fee) allowing holders to receive, package, repackage, label, and ship alcoholic beverages to wholesalers and out-of-state entities, effective August 1, 2022.

• Repeals the purchase-transportation permit system and related statutes, with limited exceptions for ski resort ABC elections and special ABC areas that previously authorized such permits.

• Allows distilleries to obtain mixed beverages catering permits to serve their own spirituous liquor at events, and permits distilleries to sell mixed beverages containing only their own product in areas where mixed beverage sales have not been locally approved.

• Creates a 60-day transition period allowing new ABC permit holders to operate under predecessor permits during ownership changes, subject to record-keeping requirements and limitations on frequency of use per establishment.

• Allows alcohol sales at professional sporting events held at community college stadiums located in townships that previously voted for ABC stores, if the college board of trustees approves.
