Allows Moore County Schools to open student instruction as early as August 10 instead of the Monday closest to August 26, with prior approval from the State Board of Education showing good cause.

Permits Moore County Schools with a fall semester ending before December 31 to administer student assessments and final exams before the semester concludes, rather than requiring them in the final instructional days.

Removes the requirement that opening and closing dates comply with state restrictions when good cause is shown due to school closures from severe weather, energy shortages, power failures, or other emergencies in at least 8 days per year during 4 of the last 10 years.

Maintains exceptions for individualized education programs, Section 504 plans, and courses with national or international curricula that require assessments at designated times.

Applies only to Moore County Schools and takes effect beginning with the 2021-2022 school year.
