Allows local boards of education to transfer funds between allotment categories for the 2021-2022 fiscal year only to respond to COVID-19 impacts, subject to specified restrictions.

Prohibits transfers out of special education categories (children with disabilities, limited English proficiency, academically/intellectually gifted students) and into central office administration.

Permits conversion of classroom teacher and instructional support positions to dollar equivalents for state-approved purposes, or to contract for visiting international exchange teachers at statewide average salary rates.

Allows unexpended state funds in allotment categories at fiscal year-end to carry forward until June 30, 2022, rather than reverting to the General Fund.

Becomes effective July 1, 2021, with the carry-forward provision effective June 30, 2021.
