Defines "coronavirus vaccine" as any vaccine with FDA emergency use authorization and establishes state policy protecting residents' right to refuse vaccination without coercion or pressure.

Prohibits employers of health care providers from requesting those providers promote coronavirus vaccines to patients.

Requires health care providers administering coronavirus vaccines to attest they are aware of the Vaccine Adverse Event Reporting System (VAERS) database and have professional obligations to check it regularly and share information about it with patients.

Guarantees all persons access to unbiased, independent information about coronavirus vaccines from sources other than pharmaceutical companies or government entities with conflicts of interest, including information about risks of refusing vaccination based on age and health conditions.

Prohibits requiring proof of coronavirus vaccination as a condition for entering state-owned buildings, participating in public events, accessing public transportation, attending public schools, or obtaining employment with public or private employers.
