House Bill 78 Summary

• Private church schools and nonpublic schools may administer ninth-grade standardized tests measuring either achievement in English grammar, reading, spelling, and mathematics OR competencies in verbal and quantitative areas, effective for the 2021-2022 school year.

• Schools receiving scholarship grants must administer standardized tests to eligible students in grades three through eight measuring English grammar, reading, spelling, and mathematics, or in grades nine through twelve measuring either those same areas or verbal and quantitative competencies.

• Veterans, dependents of veterans, and other individuals qualifying for higher education admission are eligible for in-state tuition rates without the 12-month residency requirement, as required by Section 702 of the Veterans Access, Choice, and Accountability Act of 2014 (38 U.S.C. § 3679).

• Veterans and covered individuals who remain continuously enrolled at an institution after the three-year period following discharge continue to qualify for in-state tuition rates indefinitely, except during regularly scheduled breaks.
