Authorizes cities and counties to designate social districts where adults may possess and consume alcoholic beverages purchased from nearby permitted establishments in outdoor areas.

Requires social districts to have clearly marked boundaries with posted signage displaying operating hours, contact information for enforcement agencies, and rules stating beverages must be consumed only within the district and disposed of before leaving.

Mandates alcoholic beverages sold for social district consumption be served in non-glass containers no larger than 16 fluid ounces, clearly identified with the permittee name and a unique social district logo, with a "Drink Responsibly – Be 21" statement in 12-point font minimum.

Permits restaurants and bars holding on-premises permits to expand their licensed premises into adjacent outdoor areas for social distancing purposes, subject to local ordinance approval and requirements including visible boundary markings and diagrams.

Makes the Alcoholic Beverage Control Commission's inspection authority applicable to social districts and extended areas, and authorizes the Commission to adopt additional rules consistent with the act's provisions.
