Directs the UNC Board of Governors to contract with an independent research organization to evaluate degree programs at each constituent institution based on operational costs, student outcomes, and return on investment (ROI) for the 2021-2022 fiscal year

Requires evaluation to analyze student enrollment, faculty and staff numbers, operational costs including compensation and benefits, facility costs, correlation between degree programs and related career compensation, and ROI metrics for each program

Appropriates $1,500,000 from the General Fund to the Board of Governors to fund the independent evaluation contract

Requires the Board of Governors to report evaluation results to the Joint Legislative Education Oversight Committee and the Fiscal Research Division by April 1, 2022

Act becomes effective July 1, 2021
