Creates new section 143-64.17N to allow state agencies to retain and carry forward energy savings realized from conservation measures for use in future fiscal years.

Permits retained energy savings to be used only for one-time capital and operating expenditures related to energy and water conservation that do not create additional financial obligations for the state.

Prohibits the Director of the Budget from reducing the continuation budget requirements for utilities based on energy savings achieved by state agencies, including those from guaranteed energy savings contracts.

Requires state agencies to submit annual reports on the use of funds authorized under this section to the State Energy Office.

Applies to fiscal years ending on or after June 30, 2021, and exempts the University of North Carolina Board of Governors and its constituent institutions from these provisions.
