Creates criminal liability under N.C. General Statute § 14.47.1 for newspaper managers, editors, publishers, reporters, or employees who publish false and libelous statements with actual malice about State or federal public office holders, making such violations a Class 2 misdemeanor.

Defines "actual malice" as publishing with knowledge that the matter was false or with reckless disregard for whether it was false.

Establishes civil liability under N.C. General Statute § 99-1.1 prohibiting newspapers, radio or television stations, and other media outlets from publishing or disseminating libelous matter with actual malice directed at State or federal public office holders.

Requires civil complainants to allege actual damages rather than presumed damages in libel claims against media outlets under this statute.

Preserves the right of media outlets to publish fair comment and criticism on matters of public interest and becomes effective October 1, 2021.
