Appropriates $990,000 in nonrecurring funds for each year of the 2021-2023 fiscal biennium to the Department of Public Safety for pilot Support Team Assisted Response (STAR) Programs in Charlotte, Greensboro, and Greenville police departments.

Establishes STAR Programs to provide alternative responses to citizens in crisis by deploying behavioral and medical health personnel to nonviolent situations, equipped to provide information on shelter, food aid, counseling, and medication.

Requires the Department of Public Safety to report to the Joint Legislative Oversight Committee on Justice and Public Safety by April 1, 2022, detailing program progress, incident utilization, outcomes, and itemized accounting of grant fund usage.

Mandates the Criminal Justice Education and Training Standards Commission and Sheriffs' Education and Training Standards Commission to publish the report on their websites by May 1, 2022, and distribute it to all county sheriffs and municipal police chiefs in the state.

Becomes effective July 1, 2021.
