Authorizes the Department of Insurance Commissioner to conduct fire protection inspections of state-owned buildings as required by the fire code or more frequently as deemed necessary.

Establishes the Commissioner of Insurance as the authority over electrical systems and fire protection features during construction or renovation of state buildings, requiring written notification to the Department of Administration of any defects or needed improvements.

Requires the Department of Administration to respond within 30 days to notifications from the Commissioner regarding defects or conditions, either confirming resolution or proposing a remediation plan.

Grants the Commissioner of Insurance authority to prevent unlawful maintenance, restrain violations, or prevent occupancy of buildings with imminent hazards to life, safety, or property.

Requires the State Commissioner of Insurance to issue Certificates of Occupancy for all state buildings, with the Department of Administration providing all inspection and approval records to the Commissioner before occupancy is permitted.
