Department of Environmental Quality and Local Government Commission shall conduct a study on water and sewer infrastructure in North Carolina, with assistance from the Environmental Finance Center of the UNC School of Government.

Study shall examine the age and condition of water and sewer infrastructure, long-term maintenance and replacement needs, and financing requirements for aging systems with failing infrastructure.

Study shall assess the environmental and financial sustainability of each city, county, and local government unit that owns and operates water, sewer, or combined water and sewer systems.

Study shall evaluate how provision of public water and sewer services impacts economic development and land use planning in jurisdictions operating these systems.

Report with findings, recommendations, and any proposed legislation shall be submitted to the Joint Legislative Committee on Local Government by March 1, 2022.
