Expands North Carolina Medicaid coverage to individuals aged 19-65 with modified adjusted gross incomes at or below 133% of the federal poverty guidelines who are not enrolled in Medicare Part A or B, effective July 1, 2021

Directs the Department of Health and Human Services to provide coverage consistent with existing Medicaid law and regulations

Finances implementation through temporary increased federal medical assistance percentage (FMAP) funds under the American Rescue Plan Act of 2021, with projected $2.4 billion in federal monies available over two years

Authorizes an additional assessment on hospital providers to pay the state share of program and administrative costs once the temporary FMAP increase ends

Repeals Section 3 of S.L. 2013-5
