State Board of Community Colleges shall establish an in-state tuition pilot program at Tri-County Community College for residents of four Georgia border counties: Fannin, Rabun, Towns, and Union.

Out-of-state students eligible for in-state tuition under this program cannot displace North Carolina residents seeking enrollment in Tri-County Community College programs.

State Board of Community Colleges must report results to the Joint Legislative Education Oversight Committee and Fiscal Research Division by September 30, 2022, and annually thereafter, including enrollment numbers, programs selected, and economic development indicators.

Pilot program expires at the end of the 2024-2025 academic year.

Act is effective immediately and applies beginning with the 2021-2022 academic year.
