Authorizes operation of neighborhood occupantless vehicles (low-speed, fully autonomous vehicles designed to transport cargo without an occupant) on North Carolina streets and highways.

Restricts neighborhood occupantless vehicles to roadways with posted speed limits of 45 miles per hour or less and requires operation in the right-hand travel lane except when preparing for a left turn.

Requires neighborhood occupantless vehicles to pull off roadways to a controlled stop on two-lane highways when five or more vehicles are immediately behind them and passing is unsafe due to traffic or other conditions.

Exempts fully autonomous vehicles designed to operate exclusively by automated driving systems from state equipment requirements that relate to or support human operation but are not necessary for automated operation.

Becomes effective December 1, 2021.
