Allows observers appointed by political parties and unaffiliated candidates to alternate with other observers during the day of a primary or election at the appointing authority's option, provided each observer's name appears on the submitted list.

Establishes three categories of observers: precinct-specific observers (appointed for particular voting places), county at-large observers (appointed by county party chairs to serve anywhere in the county), and State at-large observers (appointed by state party chairs to serve anywhere in the state).

Requires precinct-specific and county at-large observers to be registered voters of their respective county with good moral character; State at-large observers must be registered voters of the state with good moral character.

Maintains the limit of no more than two precinct-specific observers from the same political party in the voting enclosure at one time, plus one additional at-large observer from each party.

Becomes effective October 1, 2021, and applies to all elections held on or after that date.
