Prohibits cities and public water or sewer systems from conditioning the provision or extension of water or sewer services upon annexation of the area to be served by the city or system.

Clarifies that individual cities or public water systems may still independently require annexation for service provision, but cannot make annexation a condition in agreements between the two entities.

Appropriates $5,000 in nonrecurring funds for the 2021-2022 fiscal year to the Department of Environmental Quality's Public Water Supply Section to develop information resources for private well owners transitioning to public water supplies.

Includes information on proper procedures for abandonment of private drinking water wells as part of the transition resources to be established.

Effective March 1, 2021, and applies to all agreements or contracts entered into on or after that date.
