Limits sanitary districts' authority to acquire, construct, maintain and operate sewage collection, treatment, disposal systems, water supply systems, and water purification plants to within the corporate limits of the district.

Removes language allowing sanitary districts to operate utilities "outside the corporate limits of the district" and eliminates the "reasonable limitation" exception that previously permitted out-of-district operations.

Eliminates subsection (18) that allowed sanitary districts to negotiate for and acquire distribution systems located outside the district.

Removes provisions allowing sanitary districts to contract with persons outside corporate limits for water supply and sewer service, and to charge different rates for out-of-district service.

Becomes effective upon enactment.
