Appropriates $300,000 in recurring funds and $150,000 in nonrecurring funds to the Department of Environmental Quality for 2021-2022 to establish a Pre-Regulatory Abandoned Mine Program that locates, assesses, and prioritizes remediation of mines abandoned before June 11, 1971 that pose sinkhole hazards.

Requires the Department to investigate sinkholes and subsidence damage on residential structures caused by pre-regulatory mines and report findings by December 1, 2022.

Mandates disclosure to property purchasers that real property located above quarries, cemeteries, mines, or similar features is a material fact, with required disclosure statements effective October 1, 2021.

Requires homeowner's insurance policies to cover losses from sinkholes and earth movement if residential property is located above quarries, cemeteries, mines, or similar features, with developer policies providing primary coverage.

Imposes liability on residential property developers for sinkhole and earth movement damage, requires written notification to contractors of underground hazards, and mandates developers maintain insurance of at least 80% of current insurable value against such losses.
