Expands premises restrictions for sex offenders to include violations of G.S. 14-190.16, 14-190.17, and 14-190.17A (obscenity and related offenses) in addition to Article 7B offenses and those involving victims under 18 years old.

Changes measurement of the 1,000-foot residential restriction zone from the school or child care center building itself to the property line of the property on which the facility is located.

Clarifies that impaired driving offenses and any offense requiring registration under Article 27A cannot be expunged, regardless of current registration status.

Effective December 1, 2021 for offenses committed on or after that date and applies only to persons registered or required to register on or after that date; does not apply to those who established residences before the effective date in compliance with existing law.
