Allows law enforcement officers, firefighters, and emergency medical services personnel in the Teachers' and State Employees' Retirement System to retire with unreduced benefits after 25 years of creditable service, effective January 1, 2022.

Allows the same first responder categories in the Local Governmental Employees' Retirement System to retire with unreduced benefits after 25 years of creditable service, effective January 1, 2022.

Establishes a service retirement allowance of 1.82% for state system members and 1.85% for local system members of average final compensation multiplied by years of creditable service upon retirement after age 55 or completion of 25 years of service.

Reduces the special separation allowance eligibility requirement for state and local law enforcement officers from 30 years of service to 25 years of service for retirements on or after January 1, 2022.

Adds definitions for emergency medical services personnel, firefighters, and clarifies law enforcement officer definitions across both state and local retirement systems.
