Provides limited immunity from arrest and prosecution for persons who seek medical assistance for drug-related overdoses if they meet specified conditions, including providing their name to 911 or law enforcement and acting in good faith.

Extends immunity to persons experiencing drug-related overdoses themselves, whether they requested assistance or another person did, if the conditions in subsection (b) are met.

Broadens covered offenses to include misdemeanor violations of G.S. 90-95(a)(3), felony possession of less than one gram of cocaine or heroin, and violations of G.S. 90-113.22.

Prohibits arrest or revocation of pretrial release, probation, parole, or post-release based on immune offenses and protects law enforcement officers from civil liability for good faith arrests of persons later found to be entitled to immunity.

Establishes similar limited immunity for persons under age 21 who seek medical assistance for alcohol-related overdoses by contacting emergency services, with effective date of October 1, 2021.
