Makes the Speaker of the House of Representatives and President Pro Tempore of the Senate necessary parties to any legal challenge to the validity or constitutionality of North Carolina laws, administrative rules, or constitutional provisions in state or federal court

Designates the Speaker and President Pro Tempore as agents of the State acting through the General Assembly and establishes them as clients of the Attorney General for purposes of defending challenged laws

Grants the General Assembly through the Speaker and President Pro Tempore joint final decision-making authority over the defense of any challenged act or constitutional provision

Allows the General Assembly to waive participation and decline representation in such actions by written notice to the Attorney General

Effective upon becoming law
