Expands cannabis use from treatment of intractable epilepsy only to treatment of one or more medical conditions, with quantity limited to an adequate supply as determined by the patient's physician.

Allows caregivers (parents, legal guardians, or custodians at least 18 years old) to possess and administer cannabis to patients under their care with physician written certification instead of neurologist approval.

Replaces requirement for certificate of analysis with written certification from any licensed physician in good standing, eliminating the previous neurologist-specific requirement.

Establishes North Carolina Cannabis Research Program permitting physicians to conduct objective scientific research on cannabis administration with registered patients, including quality control, purity standards, and genetic analysis of cannabis strains for specific medical conditions.

Provides immunity from arrest, prosecution, or professional discipline for physicians and researchers issuing certifications or recommending cannabis for medical use.

Effective July 1, 2021 for offenses committed on or after that date.
