Allows state legislators to recommend eligible students for additional lottery scholarship funds beyond the base $4,000 per academic year maximum.

Students must submit written documentation of educational goals and authorize the State Education Assistance Authority to share their application with their representing legislator to be eligible for a legislator recommendation.

Legislators have 30 days from the beginning of each quarter to notify the Authority of which students they recommend for the additional scholarship amount, which the bill references as "$XX per semester" (amount not specified in bill).

Each student is eligible for the additional legislator-recommended amount only once per semester.

Effective October 1, 2021, for all scholarships awarded on or after that date.
