Expands NC Promise tuition plan to include certain DACA (Deferred Action for Childhood Arrivals) beneficiaries who meet residency requirements at Elizabeth City State University, University of North Carolina at Pembroke, and Western Carolina University.

Sets resident tuition rate at $500 per academic semester for students who received a North Carolina high school diploma, attended NC schools for at least two consecutive years before graduation, and satisfy institution admission standards.

Requires DACA beneficiaries to provide documentation to their institution proving DACA status to qualify for the resident tuition rate.

Makes confidential all information obtained during the application process for the established tuition rate and excludes it from public records.

Effective beginning with the 2021-2022 academic year; requires annual reporting to legislative committees on tuition costs, number of resident and nonresident students, and fund allocation by October 1 each year.
