Creates a grievance review panel within the North Carolina State Bar's Grievance Committee to review decisions imposing public discipline on attorneys upon timely request by the respondent.

Panel composition consists of the Grievance Committee chair, two vice-chairs, and two other members including one public member, appointed by the chair for each review.

Grants respondents the right to counsel representation and oral argument before the panel, but denies the right to compel witness attendance or document production.

Declares all grievance review panel proceedings and related documents confidential and exempt from public records requirements under North Carolina General Statutes Chapter 132.

Extends confidentiality protections to ethics advice requests unless the inquiring party consents to disclosure in a public agenda of the Ethics Committee.
