Defines "federal action" as any federal law, federal rule, or executive order issued by the President and adds review procedures to North Carolina General Statutes Chapter 120, Article 2.

Authorizes the General Assembly to review federal actions for constitutionality and direct the Attorney General to conduct reviews or pursue legal challenges to declare federal actions unconstitutional.

Allows the General Assembly to independently declare a federal action unconstitutional if the Attorney General declines to challenge it as directed.

Prohibits North Carolina state government, political subdivisions, and state-funded organizations from implementing federal actions that restrict rights or that the General Assembly or Attorney General determine to be unconstitutional in nine specific areas: pandemics/health emergencies, natural resources, agriculture, land/wetlands/water, financial sector environmental standards, Second Amendment, education, interscholastic sports, and other state-reserved powers.

Becomes effective upon enactment.
