Appropriates $10,000,000 in nonrecurring funds for fiscal year 2021-2022 to Partners Health Management LME/MCO for staff training and health care provider network development.

Establishes procedures for transferring fund balances and risk reserves when an area authority dissolves, directing transfers to one or more area authorities operating in the dissolved authority's catchment area.

Creates a formula for partial fund transfers when a county disengages from one area authority and realigns with another, based on the 12-month average of Medicaid beneficiaries from the departing county.

Requires risk reserve funds and other fund balance to be transferred to the realigning area authority within 10 days of county disengagement, with accounting standards set by the Financial Accounting Standards Board.

Guarantees operational reserves at 15% of anticipated expenses for assuming area authorities until they reestablish their own 15% reserves, effective until BH IDD tailored plans begin operating.

Becomes effective July 1, 2021.
