Establishes the North Carolina Semiquincentennial Legislative Commission to plan and coordinate observances for the 250th anniversary of the American Revolution in North Carolina.

Commission consists of eight members: four Senate members appointed by the President Pro Tempore (two majority party, two minority party) and four House members appointed by the Speaker (two majority party, two minority party).

President Pro Tempore of the Senate and Speaker of the House each appoint a cochair; commission must hold initial meeting within 60 days of enactment and quorum requires a majority of members.

Commission submits annual interim reports by December 1 beginning in 2021 and must submit final report by April 15, 2031; commission terminates upon the earlier of April 15, 2031 or submission of final report.

Members receive per diem, subsistence, and travel allowances; commission has authority to request information and documents from state officers, agencies, and departments.
