Establishes the North Carolina Classroom Supply Program to provide $100 per eligible classroom teacher annually for classroom supply purchases beginning in fiscal year 2022-2023.

Allocates $10,200,000 in recurring General Fund appropriations for the 2022-2023 fiscal year to local school administrative units for the program and administrative costs.

Requires the Department of Public Instruction to administer electronic accounts for teachers using the same system as the State Education Assistance Authority's Personal Education Savings Account Program.

Specifies that purchased supplies become property of the public school unit, schools cannot mandate specific purchases, and unexpended funds revert to the General Fund at year-end.

Requires the Department of Public Instruction to report annually by March 15, 2023, and thereafter to legislative education committees on classroom teacher purchases by school unit.
