Authorizes the North Carolina State Bureau of Investigation to place automatic license plate reader systems on Department of Transportation right-of-way under temporary agreements.

Requires systems to be completely above ground, moveable, contain no combustible fuel, and not unreasonably interfere with public utility operations or compliance with applicable laws.

Allows affected public utilities to request termination and removal of systems at any time, and permits relocation for immediate utility access with liability limited to damages from gross negligence or willful misconduct.

Prohibits use of captured plate data for enforcement of traffic infractions or violations of G.S. 20-141, 20-141.1, 20-141.5, and 20-158.

Requires the State Bureau of Investigation to report annually by March 1 to the Joint Legislative Oversight Committee on Justice and Public Safety regarding the number of requests for captured plate data made by law enforcement agencies.
