Establishes 11-month extended-year contracts for initially licensed teachers, low-performing school teachers, mentor teachers, and certain veteran teachers in North Carolina.

Requires mandatory 11-month contracts for all initially licensed teachers and teachers assigned to low-performing schools; these teachers are ineligible for 10-month contracts.

Allows local boards to offer optional 11-month contracts to mentor teachers (designated annually, up to 10% of staff) and veteran teachers (once every three years), who may alternatively request 10-month contracts.

Extended-year contract teachers must perform additional job duties in the eleventh month, including mentoring, professional development, supporting extended school year instruction, or other professional collaborations.

Appropriates $297,000,000 in recurring General Fund dollars to the Department of Public Instruction to fund extended-year teacher contracts, effective July 1, 2021, beginning with the 2021-2022 school year.
