Creates a new power for small water and sewer authorities to charge a periodic availability fee to property owners who choose not to connect to available waterlines or sewer collection lines.

The periodic availability fee cannot exceed the minimum periodic service charge charged to connected properties.

Applies only to water and sewer authorities whose membership includes parts of more than one county and which have fewer than 3,500 service connections.

Covers developed property with one or more residential dwelling units or commercial establishments located within the authority's jurisdiction and within a reasonable distance of available water or sewer lines.

Effective upon enactment.
