Moves the earliest allowable school opening date from the Monday closest to August 26 to the Monday closest to August 10 for most North Carolina public schools.

Allows the State Board of Education to waive the August 10 requirement and permit opening as early as the Monday closest to August 19 upon showing of "good cause" (schools closed 8+ days per year for weather or emergencies during any 4 of the last 10 years).

Maintains the closing date requirement of no later than the Friday closest to June 11 and permits local boards to adjust closing dates to meet minimum instructional day/time requirements.

Appropriates $100,000 in nonrecurring funds to the Department of Public Instruction to study effects on student achievement, growth, attendance, and other relevant factors, with a report due to the Joint Legislative Education Oversight Committee by December 15, 2022.

Takes effect immediately upon enactment and applies beginning with the 2021-2022 school year.
