Defines "low alcohol beverage cooler" as a drink containing 0.5% to 9.5% alcohol by volume, consisting of spirituous liquor mixed with nonalcoholic beverages, flavoring, coloring, water, fruit juices, or similar products.

Requires low alcohol beverage coolers to be sold only in packages of 4 to 12 single-serve containers with each container no more than 16 ounces in size.

Treats low alcohol beverage coolers as fortified wine for purposes of alcohol purchase limits and regulations.

Excludes low alcohol beverage coolers from homemaking provisions that allow individuals to make and possess wines and malt beverages for personal use.

Authorizes distillery permit holders to manufacture and sell low alcohol beverage coolers at wholesale and retail; becomes effective October 1, 2021.
