Modifies North Carolina Rule 803(6) to allow unsworn declarations made under penalty of perjury pursuant to 28 U.S.C. § 1746 as an acceptable method for authenticating business records, in addition to affidavits and documents under seal.

Validates retroactively the use of unsworn declarations for Rule 803 purposes if used between March 10, 2020 (Governor's Executive Order No. 116) and the date this act becomes law.

Appropriates $15,000 in nonrecurring funds to the Office of the Secretary of State for fiscal year 2021-2022 to publicize and provide notary training about the change.

Appropriates $15,000 in nonrecurring funds to the Administrative Office of the Courts for fiscal year 2021-2022 to conduct training about the change.

Act becomes effective upon passage, with appropriations effective July 1, 2021.
