Removes numerical limits on emergency judges that can be placed on active or inactive lists under G.S. 7A-52(a), eliminating the previous cap of 10 combined emergency superior and special superior court judges and 25 emergency district court judges on active lists

Retains the Chief Justice of the Supreme Court's discretion to add or remove emergency judges from active and inactive lists based on competency and other factors, with a request to consider geographical distribution

Appropriates $100,000 in nonrecurring funds for each year of the 2021-2023 fiscal biennium to the Administrative Office of the Courts to cover increased costs from expanded emergency judge utilization

Makes the appropriation effective July 1, 2021, with the remainder of the act effective upon passage into law
