House Bill 911 - Regulatory Reform Act of 2022

• Clarifies that teacher residency licenses must be requested by the local board of education governing body of a public school unit, effective immediately for all licensure applications.

• Allows charter schools to automatically extend operational deadlines to the next school year if they notify the State Board by June 30 that they are seeking or challenging land use and development approvals.

• Authorizes sanitary district boards to create, maintain, and operate parks and recreation programs and facilities with powers equivalent to cities and counties, excluding condemnation authority.

• Reduces lead dust standards for hazard remediation from 40 to 10 micrograms per square foot on floors and from 250 to 100 micrograms per square foot on interior windowsills, effective December 1, 2022.

• Reduces required experience for cosmetic arts teachers from 2-5 years to 1 year of full-time work, effective October 1, 2022, and adds the United States Concealed Carry Association as an approved firearms safety course provider effective July 1, 2022.
