Requires owners or operators of dry litter poultry facilities with 30,000 or more birds to annually submit an animal waste management plan to the Department of Environmental Quality in digital format.

Mandates compliance with existing testing and record-keeping requirements under G.S. 143-215.10C and requires operators to retain records on-site for three years.

Appropriates $25,000 in nonrecurring funds for fiscal year 2021-2022 to the Department of Environmental Quality's Division of Water Resources for educational resources and technical assistance to help operators comply with reporting requirements.

Addresses water quality concerns from dry litter waste (mixture of manure, bedding, and feathers containing heavy metals and pathogens) that is not currently regulated under federal NPDES requirements.

Becomes effective upon passage except for the appropriations section, which becomes effective July 1, 2021.
