Appropriates $100,000 in nonrecurring funds for each year of the 2021-2023 fiscal biennium to the North Carolina Foundation for Public School Children for the North Carolina Teacher Cadet Program.

Requires funding to support statewide curriculum training workshops for teachers with in-person and online options.

Directs expansion of services in counties designated as development tier one areas, prioritizing schools with the highest teacher attrition rates from the 2018-2019 school year.

Mandates continued development and training for underrepresented teaching demographics, including male cadets and cadets of color, utilizing current and past cadets who are classroom teachers, education students, and high school seniors.

Becomes effective July 1, 2021.
