H917 - In-State Tuition/UNC/CC Authority Study

• State Board of Community Colleges and UNC Board of Governors gain authority to determine residency eligibility for in-state tuition purposes and must adopt rules incorporating federal law requirements.

• Repeals existing residency statutes (G.S. 116-143.1, 116-143.3, and 116-143.3A) that previously defined specific categories of students eligible for in-state tuition rates.

• Appropriates $100,000 in nonrecurring funds to the UNC Board of Governors for a study identifying student populations that could benefit from residency status changes and the impact on the state's postsecondary attainment goals.

• Both boards must jointly report study results and adopted residency rules to the Joint Legislative Education Oversight Committee by May 1, 2022, for implementation in the 2022-2023 academic year.

• Law becomes effective July 1, 2021, and applies beginning with the 2022-2023 academic year.
