Changes the earliest school opening date for students from the Monday closest to August 26 to August 10 for six specified school districts in North Carolina.

Removes the State Board of Education's waiver authority and the "good cause" provision that previously allowed earlier opening dates under specific weather closure conditions.

Permits local boards of education with school calendars concluding fall semester before December 31 to administer state assessments prior to semester end, rather than within the final 10 instructional days of the school year.

Applies exclusively to Davidson County Schools, Davie County Public Schools, Iredell-Statesville School District, Lexington City Schools, Mooresville Graded School District, and Thomasville City Schools.

Takes effect upon enactment and applies beginning with the 2021-2022 school year.
