Charter schools must develop transportation plans for students residing in their local school administrative unit, with transportation required unless students live within 1.5 miles; transportation must comply with State Board of Education policies and safety requirements, effective 2022-2023 school year.

Charter schools must provide food services to all enrolled students and participate in the National School Lunch Program, beginning 2022-2023 school year.

Charter schools must participate in school extension learning recovery and enrichment programs following the 2020-2021 school year, including at least 150 hours or 30 days of instruction with meal service, physical activity, and grade-level coursework for students identified as at-risk.

All charter school teachers must hold state licenses by 2021-2022 school year; charter schools must align opening and closing dates with local school administrative units and comply with K-3 class size requirements.

Establishes $2.5 million Charter School Transportation Grant Pilot Program to reimburse up to 65% of eligible transportation costs for charter schools with at least 50% low-income students; eliminates fast-track replication pathway and requires charter management organization reporting and public records compliance.
