Appropriates $140,000 in nonrecurring funds for fiscal year 2021-2022 and $185,000 for fiscal year 2022-2023 from the General Fund for trail development.

Directs funds to the Western Piedmont Council of Governments as a grant to develop and plan a trail on the south side of the Catawba River connecting the Fonta Flora Trail to the Hickory Trail.

Funds may be used for route planning, design, permitting, landowner outreach and negotiations, engineering and construction of bridges and boardwalks, and coordination with local governments and nonprofit organizations.

Becomes effective July 1, 2021.
