Establishes the Opioid Abatement Fund to receive settlement funds from the State of North Carolina v. McKinsey and Company, Inc. case, with moneys used to cover investigation costs and remediate harms from the opioid epidemic

Appropriates $4,000,000 in nonrecurring funds from the Opioid Abatement Fund to the Department of Health and Human Services for fiscal year 2021-2022

Requires the Department to establish and operate a one-year opioid overdose prevention pilot program focused on public education about opioid use disorder and overdose through public service announcements and educational materials

Permits the Department to explore public-private partnerships to support the pilot program

Requires the Department to report to the Joint Legislative Oversight Committee on Health and Human Services by March 1, 2023 on the pilot program's effectiveness and any approved partnerships
