Creates new section allowing parents to self-identify their child's race on birth certificates, with mutual agreement required when both parents are listed and sole discretion to the named parent when only one parent is listed.

Allows adoptive parent(s) to direct the race entry on a child's birth certificate, overriding any prior self-identification, with both adoptive parents required to agree if more than one is present.

Permits children who have reached the age of majority to self-identify their own race on their birth certificate, regardless of any prior identification.

Applies only to birth certificates of children born on or after October 1, 2022, and allows parents or authorized children to request a new birth certificate to update race information.

Appropriates $87,000 in nonrecurring funds to the State Registrar of Vital Records for the 2021-2023 fiscal biennium to implement the provisions of this act.
