Appropriates $170 million in nonrecurring federal COVID-19 relief funds to establish the Student Success Program administered by the State Education Assistance Authority.

Provides one-time grants of $1,000 per eligible child (maximum $3,000 per household) to parents of North Carolina public school-eligible children for allowable educational expenses.

Permits grant funds to be used only for summer programs, tutoring, instructional materials, therapies, educational courses, and standardized test fees, with all funds required to be spent by September 1, 2022.

Reserves $100 million to match dollar-for-dollar contributions from public school units that participate in the program on a first-come, first-served basis through July 1, 2021.

Authorizes Department of Public Instruction to use up to $500,000 and the Authority to use up to $4.5 million for administrative costs and vendor contracts to manage the program.
