Appropriates $10,000,000 in nonrecurring funds for fiscal years 2021-2022 and 2022-2023 to the Department of Natural and Cultural Resources for trail projects, split equally between natural surface/paddle trails and paved trails.

Allows natural surface and paddle trail funds to be used by state parks, recreational forests, and local entities for land acquisition, construction, rehabilitation, design, and up to 50% of required federal grant matching.

Requires paved trail and greenway projects in economic development tier one and two counties to have a local match of $1.00 per $4.00 in state funds, with the Parks and Recreation Authority to coordinate with the Department of Transportation for federal funding.

Appropriates $3,000,000 for trail maintenance and signage grants, $100,000 for a State Trails System coordinator position, and $530,000 from the Highway Fund for bicycle and pedestrian planning grants with a 5% local match requirement.

Requires the State Trails System to develop a master coordination plan between Natural and Cultural Resources and Transportation departments and report to the Joint Legislative Oversight Committee by December 1, 2022.
